NATIONAL DEVELOPMENT AGENCY (NDA) - NOMINATIONS FOR BOARD MEMBERS

The NDA will be a statutory body, established in order to promote an
appropriate and sustainable partnership between Government and Civil
Society Organisations (CSOs) in the implementation of the
Reconstruction and Development Programme (RDP). 

The primary functions of the NDA shall be to act as a conduit for
funding of development work to be carried out by CSOs and to create a
platform for interaction between Government and CSOs in matters
relating to development policy and practice. 

The Minister of Finance invites the public to nominate candidates for
appointment to the NDA Board. 

Requirements include experience and expertise in development policy
and practice, finance, management, the receipt and distribution of
funding, monitoring, evaluation and capacity building of CSOs;
visionaries who can lead people driven development into the new
millennium; people with an in-depth understanding of the scope and
scale of development challenges facing South Africa; committed to the
principles of justice, fairness, accountability and transparency;
representative of a broad cross-section and geographic location of the
population of South Africa; and committed to the objectives and
principles of the NDA and development in general.

A person shall not qualify for nomination if he/she is not a citizen
of South Africa or does not permanently reside in the country; and is
not legally entitled or qualified to hold public office.

Nominations should be submitted in writing and must include the
following details, namely full name and address of the nominating
person or organisation; a letter of acceptance signed by the nominee;
a brief motivation; and a short CV of the nominee which must include
her/his experience, qualifications and personal details, full names,
ID number, gender, address, telephone and/or fax numbers.

KWAZULU-NATAL HUMAN RIGHTS FORUM (KZNHRF)

The KwaZulu Natal Human Rights Forum (KZNHRF) was formed in November
1996.  Initially it was formed to organise events for South Africa's
first Human Rights Day on 21 March 1997.

Since then it has attempted to raise public awareness on human rights
issues by organising events and mobilising the media.  In addition, it
has made human rights awards posthumously to Griffiths and Victoria
Mxenge who symbolise all those individuals who have been a part of the
struggle against apartheid and have lost their lives as a result. The
award was accepted by the Mxenges' son; an award was also made to
SANGOCO on behalf of all NGOs for their work against apartheid.  The
award was accepted by the President of SANGOCO, Rams Ramashia. A video
was also produced to mark this event.  It is hoped that this video
will become the basis for other similar productions.

KZNHRF has developed into an independent consortium comprising
organisations committed to human rights and facilitates a more
efficient and effective human rights advocacy sector. The mission of
the KZN Human Rights Forum is to create awareness around human rights
issues and to motivate the general public to sustain a human rights
culture.

Member organisations include: Community Law Centre, Centre for
Socio-Legal Studies, Lawyers for Human Rights, Institute for
Multi-Party Democracy, ACCORD, Black Lawyers' Association, Centre for
Criminal Justice, Advice Desk for Abused Women, ENACT, War Against
Rape, Legal Resources Centre, Department of Education and Culture,
Artists for Human Rights, Women's Resource Centre, NACOSA, KZN Network
on Violence Against Women, and NADEL.

The inherent value of regional cooperation at this level is
undeniable, and the networking possibilities are endless.  KZNHRF
intends opening a dialogue with all interested NGOs, CBOs, funders and
other interested organisations and individuals on issues such as
creating other regional human rights fora and a national human rights
forum, streamlining of the human rights NGO/CBO sector,new membership;
creating links with similar fora in Africa and the rest of the world
with a possibility of creating an African Continental Human Rights and
Development Forum; and Consortia based funding proposals which will in
effect, cover the entire country and which will include a
wide-spectrum of NGOs and CBOs working at different levels and
categories within the human rights and development sectors.

SOUTHERN AND EASTERN AFRICAN TRADE, INFORMATION AND NEGOTIATIONS
INITIATIVE (SEATINI)

SEATINI is a project of the International South Group Network (ISGN).
It was conceptualised at the WTO meeting in Singapore. Out of that
experience, a need was recognised to provide facility and opportunity
for African trade negotiators to inform themselves, debate, discuss,
strategise and to arrive at informed decisions on matters related to
trade. ISGN acts only as a catalyst and facilitator.

Its first workshop was held in Harare in April 1998.  It was financed
by UNCTAD, NORAD and SIDA, with moral and material support from UNDP
(Harare) and the Government of Zimbabwe. About 40 participants from 18
Eastern and Southern African countries came to the workshop. The
workshop was assisted by resource people drawn from UNCTAD, the WTO,
several NGOs and trade negotiators of other third world countries. The
result was a rich ensemble of ideas - practical and analytical. The
participants brought in concrete cases from their countries and many
questions of substance and of tactics and strategy. They were not
constrained by national mandates, normal in international negotiations
discourse. They raised issues of common concern to all in the region.
The outcome was a 10-page summary of their deliberations (available on
request).

The OAU meeting of Trade Ministers closely followed the SEATINI
meeting. The ISGN was able to secure an observer status at the
meeting, and the SEATINI document became one of the unofficial papers
circulated at the meeting.  Following that the WTO Ministerial meeting
took place in Geneva on 18-20 May 1998. The ISGN participated in, and
organised, some of the NGO meetings at the Palais des Nations in
preparations to, and during the course of, the WTO meeting.  The
SEATINI has thus become part of a larger process of consciousness
raising, and capacity building in Africa.  

Recognising the value of such a meeting, the participants of the
Harare meeting recommended that further SEATINI meetings be organised.
 Accordingly, the ISGN is holding the second SEATINI meeting in
Kampala during the first week of February 1999.  This would be in
preparation for the opening of the new round of trade talks during
1999, sometimes referred to as the "millennium round".

Training Tutors and Learning Facilitators.  26-28 January 1999.

Suitable participants:  Academics in charge of departmental tutorial
systems, head tutors and staff development personnel in further and

The following topics will be workshopped:  Structuring a
tutor-training programme; Recruitment and selection of tutors;

Target Group:  Participants would ideally be actively involved in
teaching in higher or further education, i.e. as full time
teachers/lecturers, as teaching and learning advisors/facilitators or
as policy makers on teaching and learning issues.

The workshop will focus on specifics such as:  Primary goals of
co-operative education; The feasibility of any co-operative education
programme; How an institution of Higher Education benefits from
co-operative education?; What does a co-operative education programme
offer students that they won't find at any other institution?; Why are
so many institutions all over the world involved in co-operative
education?; Establishing and building a co-operative education
programme; Models of co-operative education programmes that work;
Developing an international co-operative education programme; and
Quality assurance in co-operative education programmes.

NATIONAL DEMOCRATIC INSTITUTE FOR INTERNATIONAL AFFAIRS

Programme Training Officer.

The National Democratic Institute for International Affairs (NDI) is
an American-based non-partisan, non-government organisation working in
emerging democracies world wide to strengthen democratic institutions
and processes.  NDI works in the areas of elections, political party
organisation, parliamentary organisation, public participation in the
democratic process, NGO development and local governance.

NDI is seeking a programme training officer to share responsibility
for NDI's training programmes designed to strengthen the capacity of
the management and staff of Parkiament as well as programme to
strengthen the capacity  of civil society organisations.  The NDI
programme in Namibia supports the strengthening of Parliament.  The
programme training officer will reside in Windhoek with some travel
outside the capital.

Specific responsibilities include:  Work with the leadership and
management of Parliament and NGOs to determine appropriate training
activities to improve legislative, administrative, advocacy and
management skills; Provide the management and staff of Parliament with
comparative information on the procedures and practices of other
legislative bodies; Recruit training resource person; With NDI's
Namibian partners, design and implement training programmes; Support
the production of civic education, public outreach and other
publications from Parliament and the NGO community; Oversee annual
focus group research commissioned by NDI to inform its programme
activities; Assist with the monitoring and evaluation of programmatic
activities; Draft, edit and prepare for printing training materials
and other NDI publications; Monitor programme expenses and assist with
reports to NDI and to USAID; and Liaise with NDI's regional and
Washington offices.

NDI seeks an applicant with experience designing and implementing
training programmes.  Knowledge of the legislative process and
experience working with Parliament, government or NGOs will be helpful
as well as good communication and organisational skills.  In addition

NATIONAL LAND COMMITTEE (NLC)

National Gender Co-ordinator.

The NLC is a national network consisting of ten land service NGOs
working in different provinces. The NLC office in Johannesburg
co-ordinates the activities and national programmes of the network.
The NLC has a long history of working on gender issues related to land
rights and land development.

The primary task of the Gender Co-ordinator is to ensure the
successful implementation, monitoring and evaluation of the NLC's
Gender Strategy. The main areas of work relate to:  Addressing gender
power relations within the NLC office and network; Providing support
to the other units, programmes and decision-making structures to
assist them in addressing gender issues in their area of work;
Co-ordinating external gender projects on critical issues which affect
rural women's rights to land, resources and sustainable livelihoods;
and Provision of support to the affiliates upon request and in
co-ordination with the Organisational Development Programme.

The Gender Co-ordinator is responsible for ensuring responsible
financial management of the programme.  The successful applicant
should have:  Experience in developing gender training programmes;
Knowledge of and experience in organisational
development/transformation; Expertise in integrating gender issues
into organisational/programme strategic planning, programming,
monitoring and evaluation; A background in feminist and gender and
development theory and practice; Excellent interpersonal skills;
Excellent communication and group skills; Strong programme management
skills, including budgeting skills; Strong writing skills; Experience
working with NGO sector on development issues; and An understanding of
the government's land reform programme would be desirable.

H. RESEARCH

INTERNET RESEARCH STUDIES GROUP

The Internet Research Studies Group is looking for partners (both
individuals and institutions) to participate in the development of an
Information Systems Methodology that can be used to develop
information resources for development purposes. This project is being
undertaken at City University's Department of Information Science
(London) - Internet Studies Research Group (ISRG) where the project
will be co-ordinated from.

The project also involves a doctoral thesis which is undertaken by one
of the students about the Internet in Africa. The project involves the
development of a model that can be used in developing information
resources for development purposes - with particular reference to
Southern African countries. This project is multidisciplinary as it
will involve findings and professionals from disciplines such as
sociology, anthropology, political science, economics enthnography,
sociology, development studies, geography, information science, human
computer interaction (HCI), computer science and psychology. Such an
approach should result in the development of effective information
systems that can result in social and economic developments in
Southern African communities for example.
