RBEC Regional Support Centre

COVERAGE:

Europe and the Commonwealth of Independent States (RBEC) – 27 Countries


OBJECTIVES:

  • Overriding mission:
    Meeting in the RBEC region the internationally agreed Millennium Development
    Goal No. 8 ‘Develop a Global partnership for Development’,with focus on Target
    12 “Commitment to good governance” and especially Target 18 “In cooperation
    with private sector to make available the benefits of new Information and
    Communications Technologies”.
  • Development objective:
    Utilize a leapfrogging potential of ICTs for social and economic transformation
    (understood as e-governance and e-democracy) in order to build on this basis
    modern information- and knowledge-based societies in Europe and the
    Commonwealth of Independent States.


PRIORITIES:

Dimensions:

  • Access – Meeting the universal service obligation through integration of equal and affordable public access to ICTs into community development activities, with special focus on underserved remote areas and disadvantage vulnerable population groups for poverty eradication and social cohesion.
  • Content – Increasing the role of the Web-based content to improve networking, advocacy, partnership building and outreach through effective content management and promotion of new ICT-based public service; mainstreaming ICT into other thematic areas, especially into gender- and environment-related activities.
  • Policy – Formulating effective common regional e-strategies through policy advice and counseling; strengthening democratic processes through opportunities offered by e-governance for greater transparency, participation, empowerment of citizens and accountability of the government.
  • Capacity – Enhancing the region’s vast human resource capacities through egovernance training, research and networking (at e-Governance Academy in Estonia).
  • Partnerships – Promoting public-private partnership (PPP) alliances to expand ICT infrastructure networks and get access to relevant training opportunities through building PPP alliances, formulating strategies, defining roles and developing models.
  • Regional cooperation – Expanding regional cooperation, especially East-East, as an important development objective at all levels, including central government bodies, communities and border areas.

TOOLS:

  • Training of public sector policy makers and their civil society and private sector counterparts in e-governance
  • Public awareness, research, and publications
  • Policy development at national and regional levels, including common supranational (regional/sub-regional) e-strategies and common guidelines
  • Capacity building of policy makers and relevant regional/sub-regional bodies
  • Inter-country and inter-regional exchange of experience and best practice
  • Networking workshops, conferences, expert group meetings
