CONTEXT

Global reports are defined as studies that present and analyze issues of global concern and reach. These are issues such as the control of communicable diseases, which affect virtually all countries and large segments of the population, or at least, countries and people in several of the world's geographic regions. Examples of Global Reports include the World Development Report, the World Health Report, the Human Rights Watch World Report, and the SIPRI yearbook.

THE EVOLUTION OF GLOBAL REPORTS


Looking at global reports over time gives us a sense of the various issues that have captured sufficient attention from policy makers and civil society to justify the effort to produce and diffuse a global report. A recently released study shows that there has been a rapidly growing array of data reports and assessments. Not only has the number of global reports increased, the range of issue areas addressed has grown too.

GLOBAL REPORTS AND GLOBAL POLICY CHALLENGES


One way to interpret the growth in the number and widening range of issues covered by global reports is to suggest that this growth in global reporting reflects the fact that an increasing range of Global challenges has emerged.

But has there been a match or a mismatch between the two? To the extent that global reports influence (and are influenced by) policymaking, addressing this question would contribute to giving us a better sense of where the world is headed, where the shortcomings and problems lie, where progress is being made and what needs to be done to ensure a better future.

THE POINTS FOR DEBATE

To address the match vs. mismatch between global reporting and global policy challenges, the following points for debated are suggested:

What does the explosive growth in Global Reports mean?
Do they follow trends or do they lead?
In what areas do they follow or lead and why is this the case?
What have global reports done?
What should global reports be doing?
Do they enhance transparency?
Do they -can they- reflect global views - the views of all?
How could they be better prepared? How can they be better used?
