Appendix 2: List of participants and resource persons
AALBERSBERG, Bill (South Pacific)
Mr. Aalbersberg is Director of the South Pacific Action Committee on
Human Ecology and the Environment (SPACHEE) based in Suva, Fiji. He has
participated in workshops leading to the creation of a regional SDN
which is based in Fiji, but will serve 22 Pacific Island countries and
territories. SPACHEE will be a national focal point in the regional
South Pacific SDN. Dr. Aalbersberg is a Reader in Chemistry at the
University of the South Pacific, where he has worked for the last
ten years. His work includes research on environmental pollution and
the possible role of chemicals from traditional plants in promoting
biodiversity.

Mr. Ait-Tihyaty received his training in Agronomical Engineering,
Civil Engineering as well as Marketing and Management (Paris) and has
held several positions in Morocco in these fields, including the post

Mr. Juan Pablo Arce Salcedo was trained in Ecology and Geographic
Information Systems (ITC-Holland, 1991). He has held several positions
(Lecturer 1979-1993; Department Chair 1985-1986) at the Universidad
Mayor de San Andres in Bolivia. Mr. Arce was one of the founding
members of the Centro de Datos para la Conservacion (CDC- Bolivia)
which was created in 1986. Actually he is the Chairman of the board
of CDC. Mr. Arce has published several articles on environmental
preservation and biodiversity. He is the National SDN Coordinator for
Bolivia.

BAKOTO, Salomon (Cameroon)
Mr. Bakoto was trained in International Law and Diplomacy (Helsinki
and Paris). Since 1963 until his retirement in 1992, he served in the
Cameroon Foreign Service. From 1974-1983 he was assigned to Paris as
the Ambassador of Cameroon with jurisdiction over Madrid, Rome, Athens,
Rabat and Tunis as well as acting as the Permanent Representative of
Cameroon to UNESCO. From 1983-1989 Mr. Bakoto served as Minister
Plenipotentiary in the Central Administration Office in Yaounde. From
1989-1991 he served as Technical Adviser and from July 1991 until his
requirement in July 1992 he was the Inspector General of Diplomatic
Missions at the Minister of External Relations in Yaounde. He is
presently the Executive Director of the Cameroon Countryside Foundation
for Sustainable Development.

BALSON, David (Canada)
Mr. David Balson was trained in economics and geography (Queens). He
began his career as an indexer and then manager of the Remote Sensing
On-line Retrieval System at the canada Centre for Remote Sensing. He
joined the International Development Research Centre in 1980 as Head,
External Online Services, responsible for providing access to the
development-oriented databases at IDRC for the Canadian research
community. During the 1980s, Mr. Balson was responsible for
IDRC's Telematics program, supporting networking development in support
of development and research activities. As Senior Program Officer
within the Information and Communication Technologies Program of the
Information Sciences and Systems Division, his current focus is on
policy issues related to information technologies.

Mr. R. Chandrasekar is Senior Staff Scientist at the NCST. He will
shortly complete his Ph.D. thesis for the Bombay University in the
area of machine translation. His research interests include natural
language understanding, intelligent information retrieval, information
filtering and heuristic programming. He has served as Deputy Project
Coordinator of the Knowledge Based Computer System group at NCST. He is
Associate Editor of the Artificial Intelligence quarterly, Vivek.

Ms. Maria Emilia Correa Perez received her post-graduate degree in
Sociology from the New School for Social Research (New York, 1985).
Between 1985 and 1987 she was the executive director of Fundacion
Natura which worked in association with The Nature Conservancy
institute and implemented several projects regarding the preservation
of biological resources in
Colombia. From 1987 to 1992 she worked as a consultant for various
Colombian environmentalists NGOs. Since 1992 she has been as adviser
to the director of Colciencias and is in charge of several projects
including one regarding training for the future implementation of
Internet in Colombia.

Mr. Adolfo Dunayevich Garber is trained as a physicist and
mathematician (UNAM, Mexico, 1979 & 1982). From 1981 to 1983 he was a
systems analysts and consultant for several private enterprises. Since

been involved in the design and creation of La Neta, an international
communications network for

Roger Johnson trained as an economist (Manchester, 1969). He joined
the U.N. Computing Centre in Geneva as a Programmer/Analyst in 1972.

Mr. Kwi-Gon Kim acquired a Ph.D. in Planning Studies at the University
of London, England, (1985). He received a Masters Degree in Science

Prof J G Krishnayya was the founder of the Computer Group of the
Indian Institute of Management, Ahmedabad (IIM/A), India, a part of the
Quantitative Methods Group of the IIM/A. He headed this Group for many
years, educating students of management at the Institute, as well as
senior professionals employed all over India in the growing computing
profession. He is currently the Executive Director of the Systems
Research Institute, Pune, a not-for-profit organization. He has been
active at SRI in a number of areas including Geographical Information
Systems. He has served as an international consultant in a number of
projects.

LABELLE, Richard (Canada)
Mr. Richard Labelle was trained in biology and plant sciences at
Queen's in Canada (1975). He worked as a biologist at the Ontario
Science Centre, and as a national Park interpretation planner. In 1981
he was hired by IDRC as a scientist to set up an information service on
agroforestry at the International Council for Research in Agroforestry
(ICRAF) in Nairobi Kenya, where he remained for 9 years. Since 1990,
Mr. Labelle has worked as an advisor on information sciences at the
International Institute for Sustainable development (IISD) in Winnipeg
Canada, and began working as a consultant in 1992 and has undertaken
several missions as an SDN consultant. He participated in both the
preparatory meeting for the Earth Summit and in the Summit itself on
matters related to information systems.

LANKESTER, Chuck (Canada)
Mr. Chuck Lankester was trained in forestry at the University of British
Columbia (1961). After working in the private sector he joined the
Forestry Department of FAO. He held various technical posts and also
served as a consultant to the World Food Programme. He joined
UNDP in 1969 and became its Principal Technical Adviser in a broad
range of environmental programmes. From 1990 until May 1992 he
served as Executive Agent for the Intergovernmental Mekong Committee
based in Bangkok. He returned to UNDP Headquarters in May 1992 as
Director of SDN. He has published, lectured and broadcast on a range of
environmental issues.

Mr. Marco Vinico Ochoa Galindo received his Port Graduate Diploma
in Water Supply and Public Health Engineering from the Middlesex
Polytechnic School of Applied Science (London, 1990). From 1986 to
1990 he was in charge of evaluating and recommending water treatment
projects for the Instituto de Fomento Municipal. Since 1992 Mr. Ochoa

Mr. Cirilo Antonio Otero Escorcia was
trained as a Sociologist with an specialization on Rural Development at
Universidad Centroamericana (1989, 1990). From 1987 to 1992, he was
the director of the Instituto Nicaraguense de Opinion Publica (INOP).
Mr. Otero is in charge of designing and executing diverse public
opinion polls in Nicaragua. He was also the Deputy Director of the
ITZTANI Research Institute, a non-profit organization that implements
socio-political studies and supports several organizations within
Nicaragua. He currently works for the MAN (Movimiento Ambiemtalista
Nicaraguense) and has been an active participant in the implementation

RIZVI, Hasan (Pakistan)
Mr. Rizvi received his M.Sc. in Physics from the Quaid-i-Azam
University in Islamabad (1982) where he also was a Junior Research
Assistant in the Department of Physics. From 1984-1988 Mr. Rizvi was
a Research Fellow at the Centre of Basic Sciences in Islamabad where
he worked on stellar structure modelling in an effort to implement a
self-consistent solar model on a computer. From 1989-1992 Mr. Rizvi
was a World Laboratory Fellow at CERN, the European Organization for
High Energy Physics in Geneva. He is presently a Technical Expert in

Mr Singh received his masters in Mathematics and Masters in Information
Sciences from Agra University, India and Indian Statistical Institute
respectively. He also has done research on `Information Systems of
Developed and Developing Countries' at the McGill University, Montreal,
Canada for nearly two years. Mr Singh also received post-graduate
Diploma in Russian Language from the Delhi University, India. Mr.
Singh has held several distinguished positions as Senior Scientific
Officer, Senior Documentation Officer and Senior Information and
Publicity Officer at the Ministries of Defence, Science and Technology
and Energy respectively. He has also worked as Director in the
Ministry of Environment and Forests (1985-89). Since 1990 he has been
working as the Advisor in the Ministry of Environment and Forests.
He is the manager of the ENVIS (Environmental Information System), a
national environmental network in India set up by the Ministry.
